EXPERIENCE
I have been a licensed real estate salesperson since 1972 and a Broker associate since 1976. I am the sole owner of W. R. Higgins Appraisal Associates. I am past president of Central New Jersey Chapter 105 of the Society of Real Estate Appraisers I had been actively engaged in the sales of new home construction, vacant ground, re‑sale of homes and investment properties, and rentals of seasonal dwellings in the Long Beach Island and Southern Ocean County area from 1972 thru 1986. I have been actively involved in real estate appraisal in this area from 1979 thru the present time. Thus, I have a complete working knowledge of values from day to day in this area. I have appraised properties for mortgage financing, PMI removal, estate purposes, assessment appeals, highest and best use, feasibility , tideland claims, subdivision and development, and related matters. This includes both residential and commercial properties. I am currently certified by the State of New Jersey Board of Real Estate Appraisers as a General Real Estate Appraiser (SCGREA), Effective 12/6/2005 thru 12/31/2007, License Number CG 00249 and a Certified Tax Assessor (CTA), Effective July 1, 2003 through June 30, 2008.

Experience
I have been actively involved with real estate appraisals since 2001, and am currently a licensed residential appraiser by the State of New Jersey Board of Real Estate Appraisers, effective 1/1/2006 thru 12/31/2007, License # 42RA00397400. I have appraised properties for purposes such as: mortgage financing, inheritance tax, tax appeals, highest and best use, feasibility, and other related matters. Being a resident of Long Beach Island for my entire life, I have the basic working knowledge of the local real estate market, on which to build my appraising knowledge.
